The question posed in this study, “What is law?” directly leads us to inquire about another question: “What is humanity?” or perhaps, “What is nature?” If the essence of humanity and human nature presents a challenge to grasp cognitively, then legal perceptions are fraught with numerous and serious epistemological dilemmas. What is certain, however, is that the function of law, before investigating its sources and objectives, pertains primarily to rational human beings. Thus, law aims to manage human relationships within a single society (civil or private law) and to organize international relations to achieve global peace and security (international law). In both cases, the concept of law is the management of human relationships and societal alliances—both civil and political—and the exchanges of all kinds between individuals and states.
